Across Fairfield County, the need for affordable housing continues to grow, underscoring the importance of expanding community-based solutions. Housing costs have risen, and the supply of affordable homes has not kept pace. According to the Stamford Needs Based Housing Assessment of 2025¹, Stamford has about 7,500 extremely low-income households, with just 3,400 units currently affordable to this demographic. Additionally, “local service providers report that client need has increased in recent years, with many households experiencing difficulty paying for housing at far higher rates than the overall population.”

Expanding Housing is the Key to Addressing Several Challenges

Pacific House owns properties that could immediately become additional housing for individuals and families experiencing homelessness. With the necessary funding, we can convert existing space into new housing units and bedrooms, quickly increasing the housing stock available to those who need it most.

At one of our houses, we have architectural plans to convert unused space into additional bedrooms. These projects are ready to move forward. What stands between these plans and new housing is seed funding.

Flexible funding would allow Pacific House not only to convert existing space, but also to pursue additional housing throughout Fairfield County. Our team regularly assesses properties that can serve our mission, but without the capital to act, these opportunities pass us by.

Building a Workforce Pathway to Stability

Housing alone is not enough. Lasting stability requires economic independence.

Through our partnership with the State of Connecticut, administered by the Corporation for Supportive Housing (CSH), Pacific House operates a workforce-focused housing program. Families in this program pay $800 per month in rent for up to five years, while working closely with a highly trained case manager. Through collaborative empowerment, the client and case manager create a plan to both increase income by way of employment or vocational training and work toward a stable housing plan.
