Responding to the Cause: Building Homes to Meet the Housing Crisis

Turning Urgency Into Action

Across Fairfield County and Connecticut, the housing crisis continues to deepen. Rising costs, limited supply, and growing demand have made stable housing increasingly out of reach for many neighbors. At Pacific House, the response is clear: meet urgency with action by building homes, strengthening services, and advancing solutions that last.

Over the past quarter, Pacific House has continued to expand and strengthen its housing portfolio while supporting individuals and families already in residence. Progress across the development of two permanent supportive housing properties reflects a steady commitment to solving the housing shortage and creates housing affordability for all. Partnering with clients to develop and implement individualized plans leads to long-term stability and achieves measurable outcomes that move people from crisis to home. 

Notably, 51% of shelter exits transitioned into Permanent Supportive Housing, with 71% maintaining housing stability, reinforcing the effectiveness of the model. Diversion efforts also reduced pressure on the system, with 45% of assessed households successfully diverted from shelter entry. Shelter utilization averaged 87% over six months, underscoring sustained demand, while the shelter served 162 clients, and the Cold Weather Response engaged 90 additional high-risk individuals. These results demonstrate program effectiveness and are made possible through strong community partnership and sustained investment aligned with Pacific House’s mission.

Through ongoing development, property management, and supportive services, Pacific House continues to respond directly to the housing crisis. Recent program updates highlight continued movement from shelter to housing, increased stability for current residents, and thoughtful planning to meet future demand.

Current housing property updates:

  • Rotary Commons (Stamford): Construction continues to advance with masonry work and structural steel erected. Framing is scheduled to begin in mid-March with completion in 2027.

  • 66 Stillwater Avenue (Stamford): Site planning for 15 family units is being finalized.

Preservation & Capital Improvements:

  • Hoyt Street (Darien): Improvements are underway to enhance safety, efficiency, and long-term sustainability, including high-efficiency HVAC systems, energy-efficient hot water heaters, and new replacement windows.

  • Fairfield Commons (Stamford): Final upgrades are being completed to ensure full compliance with current building codes, enhancing safety and overall living conditions for residents.

These efforts demonstrate Pacific House’s commitment to addressing immediate housing needs while building a stronger, more stable future for the individuals and families we serve.

Advocating for Housing Solutions Beyond Our Walls

Responding to the housing crisis also means engaging in community dialogue and advocacy. In January, Pacific House participated in a screening of Fault Lines at Ferguson Library—a documentary that takes a street-level look at the intersecting issues of housing affordability, homelessness, and local laws. Through powerful human stories, the film illustrates how decades of policy decisions have contributed to housing instability, first in the San Francisco Bay Area and increasingly across the nation.

The screening was followed by a panel discussion focused on how the themes of the film connect directly to Connecticut and Stamford. Panelists included Carmen I. Colón, President & CEO of Pacific House; State Senator Bob Duff; and Richard Freedman, President of Garden Homes Management and Chairman of the Stamford Board of Finance. Together, they explored local housing challenges, policy considerations, and the importance of coordinated solutions. Events like this help build public understanding, inform policy conversations, and reinforce housing as a shared community responsibility.
